This is a spacecraft with a large surface area that can be used as a solar sail. Upon re-entry, it picks up and heats the air and works like a thermal airship. Its shell can change shape creating a traveling wave, and thus it moves by directing air along itself like an infusoria. I do not know how it moves in space, probably its large surface generates waves at higher frequencies.
